Breaking the Monopoly: What HAL’s Exit Means for India’s 5th Gen Fighter Jet Ambitions In a major policy change of the defence aerospace industry in India, the country's largest & state owned aerospace manufacturer, Hindustan Aeronautics Limited (HAL), has been passed over in the race to build the Advanced Medium Combat Aircraft (AMCA), India’s ambitious indigenous fifth-generation fighter program. Only three players from the private defence industries, Tata Advanced Systems, Larsen & Toubro (L&T), and Bharat Forge, have been shortlisted to partner with the Aeronautical Development Agency in building the prototypes of the aircraft. On 7th March 2024, the Cabinet Committee on Security (CCS) cleared the project for developing five prototypes of the 5th Generation Advanced Medium Combat Aircraft (AMCA) for the Indian Air Force (IAF) at a cost of ₹15,000 crore ($1.8 billion). The Indian Air Force (IAF) plans to procure 125 Advanced Medium Combat Aircraft (AMCA) jets in mark1 (mk1) and mark2 (mk2) configurations reportedly. The approval of the AMCA program comes at a time when the Indian Air Force faces a declining squadron strength and an increasingly contested regional security environment as recently seen during Operation Sindoor. A domestically developed fifth-generation fighter is therefore not merely a technological milestone, but a strategic need. The Indian Air Force (IAF) has a sanctioned strength of 42 fighter squadrons, considered essential for effectively countering threats along India’s borders with China and Pakistan. However, the current operational squadron strength is 29, following the retirement of the final MiG-21 squadrons in September 2025. This shortfall creates significant operational challenges, particularly in the context of a potential two-front conflict. What is AMCA? India's Leap into Fifth-Generation Air Combat The AMCA is a fifth-generation stealth fighter jet being developed by India, led by the Aeronautical Development Agency ( ADA ), in collaboration with the Indian Air Force ( IAF ), Defence Research and Development Organisation ( DRDO ) and private sector for prototype development. It's maiden test flight is expected to be conducted in early 2029, while the first prototype roll-out by the end of 2028. The Critical Design Review (CDR) of the AMCA has been completed and confirmed by the ADA officials. AMCA will be a 25-tonne twin-engine (initial variant will be powered by GE F414 engines) aircraft, which will incorporate all the advance stealth technologies. Another reported feature of the fifth-generation stealth fighter jet is to be the presence of an AI-equipped Electronic Pilot, which will aid in decision-making in the combat scenario. According to an India Today report, the aircraft will also feature an internal fuel tank that will carry up to 6.5 tonnes of fuel, thus providing the aircraft with greater range. According to an Indian Express report, the aircraft will feature an internal weapon bay, which will carry up to 1,500 kg of payload, including 4 long range air-to-air missile and several other precision weapons. The Strategic Shift: Opening the Doors to Private Industry The exclusion of HAL is not just a procurement decision, it signals a deeper transformation in how India intends to build complex military platforms. For decades, India’s fighter aircraft programs were driven primarily by state-run companies like HAL. While this ensured sovereign control, it often came at the cost of slower execution. Opening AMCA to industry competition suggests the government is now prioritizing speed and technological agility alongside self-reliance. The traditional foundation of India’s airforce aircraft manufacturing, the Hindustan Aeronautics Limited (HAL), has been disqualified from the AMCA project after failing to meet the technical evaluative criterion. Out of the seven initial bidders, only three private sector firms have met the standards to proceed to the next step of cost bidding for the development of the five AMCA prototypes. The Defence Secretary has confirmed that the Request for Proposal (RFP) will be sent to the selected companies, and the choice would be made in the next few months. The reason for the elimination of HAL has been attributed to the mounting pressure due to the already high order book and concerns over timelines in previous programs, prompting the government to share the developmental burden and expedite the programmes. The remaining competitors include Tata Advanced Systems, bidding alone, Larsen & Toubro with Bharat Electronics Limited and Dynamatic Technologies, and Bharat Forge with BEML and Data Patterns, who are all poised to work together with the Aeronautical Development Agency (ADA) to move the prototype phase of India's fifth-generation fighter planes forward. In addition to the exclusion of HAL, the framework for AMCA speaks to another level of change that the Indian government has planned into the overall process for developing complex military assets. By engaging the industry and framing the program as a partnership, the Indian government sends clear signals that it wishes to change the dynamics on military programs by engaging industry rather than allowing any one entity to dominate the process. Further, the opportunity for industry to bid as a sole participant or as a consortium speaks to the desire to prioritize the execution and innovation that could be achieved. As such, the AMCA initiative helps the Indian military circumnavigate the need to import fighters, a policy by which the country hopes to become a major player in the export market for military assets rather than a net consumer of the same. Most clearly, the initiative speaks to the ability to frame the relationship between the private sector as a true partner rather than a supplier to future initiatives that frame the security architecture of the nation. The challenges and risks for the private sector While concerns remain on the private-sector involvement within the AMCA program, recent progress is a demonstrable fact of India's slowly developing industrial base. Perhaps first in this league of prospective modern MRO and manufacturing sites will be the one Tata Advanced Systems and Airbus will build to fabricate C-295 military transport aircraft for the Indian Air Force under the "Make in India" flagship program. This is the first time any foreign aerospace company has set up a full production ecosystem outside its home country with an Indian private firm, a big leap forward for indigenous manufacturing capability. The program will further enhance India's skills in the manufacturing of aircraft, their sub-assemblies, and major component assembly and integration, including a complicated flight test and certification process, until ultimate acceptance by the customer. However, translating manufacturing experience into the development of a fifth-generation stealth fighter remains a far more complex undertaking. AMCA will require mastery over advanced propulsion, stealth materials, sensor fusion, and multi-layered system integration, areas that carry inherent risks of technological bottlenecks, coordination challenges, and potential cost overruns, a challenge observed even in the world’s most advanced fighter programs. The C-295 program demonstrates growing industrial competence, but the real test will be whether such partnerships can evolve from licensed production toward indigenous design leadership, ultimately determining the success of India’s next-generation fighter ambitions. No country has become a major aerospace power without first building a strong domestic industrial ecosystem, and AMCA may be India’s most decisive step in that direction. A Defining Moment for India’s Aerospace Future The AMCA project may ultimately be remembered as more than just India’s pursuit of a fifth-generation fighter, it could mark the moment the country fundamentally redefined how it builds strategic technology. By embracing competitive industry participation, reducing reliance on foreign procurement, and nurturing export-ready capabilities, India is signaling a transition from buyer to builder in the global defense landscape. The success of this approach will not be measured solely by the aircraft that takes flight, but by the industrial ecosystem it leaves behind. One capable of innovating, scaling, and sustaining national security for decades. If executed with discipline and technological clarity, AMCA could become both a symbol of strategic autonomy and a blueprint for the future of indigenous defense manufacturing programmes.
