Russia's Men of Force The Shifting Power of the Siloviki Network From my vantage point in Vienna, where echoes of imperial grandeur and geopolitical currents mingle, the intricate and often shadowy nature of Russian power is a subject of endless fascination. Beyond the grand spectacles and public pronouncements from the Kremlin, a more opaque struggle for influence defines the country's trajectory. At the heart of this struggle are the siloviki , a term that has become a byword for the security and intelligence apparatus that has shaped post-Soviet Russia. But to understand the siloviki not as a monolithic bloc, but as a shifting, dynamic network, is to grasp the true nature of power in Moscow. The word silovik literally translates to "man of force" or "strongman". It refers to individuals with backgrounds in the "power ministries" or silovye struktury, such as the military, the Federal Security Service (FSB) , the Foreign Intelligence Service (SVR), and the Ministry of Internal Affairs. Since Vladimir Putin's rise to power, these figures have migrated from the shadows of security services to the upper echelons of government and the economy. Their ascent has fundamentally reconfigured Russia's political and economic landscape. The common misconception is that the siloviki are a single, cohesive team. They are not. Instead, they are a network of competing clans and informal groupings, often vying for resources, influence, and access to the President. This competition is a defining feature of the Russian political elite, a modern version of old rivalries between powerful families and court factions. A recent study, for instance, outlined three ways of viewing the siloviki : as a collective cohort, as a reflection of rival security agencies, or as competing clans. The clan approach arguably best captures the fluid, informal nature of this power struggle. The genesis of the siloviki network is a post-Soviet story of fragmentation and consolidation. Following the collapse of the KGB, a fragmented set of security structures emerged under Boris Yeltsin. Yeltsin’s goal was to prevent any single successor agency from becoming too powerful, but it created a climate of bureaucratic infighting. Putin, himself a former KGB lieutenant colonel, expertly navigated and ultimately capitalized on this system of competing interests. Upon entering the presidency, Putin began appointing his loyalists, many of whom shared his KGB background, to key government and economic posts. This was not merely an act of rewarding old comrades, but a systematic effort to re-establish control over a country that had spiraled into chaos in the 1990s. This process effectively blurred the lines between state security and economic control. In this new arrangement, security and intelligence agencies became tools not just for state protection, but for consolidating power and seizing economic assets. This is where the term silovarch comes into play, blending the "man of force" with the "oligarch" to describe the fusion of security and business interests. The network's influence extends across all major sectors of the Russian state. In politics, they fill senior positions in the presidential administration and key government ministries. In the economy, former security officials take over state-owned corporations and lucrative business ventures. This allows the network to control the flow of both information and money, securing their positions and creating a self-sustaining cycle of power. One of the network's most powerful functions is to serve as the President’s "eyes and ears" and his "strong right hand". Security agencies provide a stream of intelligence, though analysts note this information often aligns with what the leader wants to hear, rather than an unvarnished truth. This selective flow of information reinforces the current power structure. The siloviki also act as the ultimate enforcers of Kremlin policy, ensuring compliance from all levels of government. Their methods can be brutal, ranging from intimidation to politically motivated criminal investigations. The "Network case" in 2017 is a stark example of this brutality. In that instance, a group of anti-fascist activists in Penza was tortured into confessing to terrorism charges, a case widely condemned as a politically motivated fabrication. This incident showcases how the siloviki can manufacture threats to justify their own existence and suppress dissent. The expansion of "extremism" and "terrorism" charges in Russia over the years has given the security services a wider net to capture and neutralize political opposition. The motivation for this behavior is simple: self-interest. Members of the siloviki enjoy generous benefits, early retirement, and near-total impunity. They are a protected class in Russia, insulated from the legal system they are meant to uphold. The Kremlin rewards their loyalty with a lavish standard of living, ensuring that their interests are inextricably linked to the preservation of the current regime. While the siloviki network presents a seemingly united front, internal rivalries are constant. As different ministries and agencies compete for influence, the network's unity is often superficial. For example, the FSB and the Main Intelligence Directorate of the Russian General Staff (GRU) have a long history of rivalry, sometimes even leading to conflicts over foreign policy. These internal struggles can be a source of both instability and opportunity, though the overall structure of power remains largely unchanged. The network’s influence is not limited to domestic matters. The siloviki are central to shaping Russian foreign policy, particularly concerning security and intelligence matters. Many of these figures hold a deep-seated suspicion of the West, viewing global politics through a zero-sum, confrontational lens. This mindset is a product of their strategic culture, which informs an aggressive and militaristic approach to foreign affairs. The 2021 national security strategy, largely influenced by chief national security adviser Nikolai Patrushev, explicitly stated that Russia may use "forceful methods" to counter "unfriendly actions" by foreign powers. Looking ahead, the longevity of the siloviki network and its influence on Russian politics is a critical question. With Putin's long tenure, the network has become deeply entrenched, a defining feature of the Russian political landscape. However, the current power structure is not without its vulnerabilities. The constant internal rivalries, the pervasive corruption, and the reliance on coercion rather than popular legitimacy make the system potentially brittle. A prolonged economic downturn or an unexpected shift in power could trigger significant change, but for now, the network remains the backbone of the regime. From this Viennese vantage, where old empires once crumbled under the weight of their own contradictions, it is clear that Russia’s power structure is a complex and sometimes paradoxical thing. It relies on both the formal authority of the state and the informal power of a tightly knit, yet internally fractious, network of men with a background in force. This network is a far more fundamental force than any political party or official ideology. It is a system built on loyalty, self-interest, and the cold logic of power.
